REGULAR MEETING

OF THE

MARBLE ROCK CITY COUNCIL

Monday, April 7th, 2014 7:00 P.M.

 

          The Regular Meeting of the Marble Rock City Council was called to order with Mayor Engelhardt presiding with Councilpersons Ackley, Marzen, Schmidt, Schriever, and Wells present. Various citizens were present. Mayor Engelhardt led the Pledge of Allegiance.

         

          Moved Marzen/seconded Ackley to approve agenda. Roll: Ayes- All. Carried.

 

          Mayor called to order the Public Hearing Adopting the Amended Budget for F/Y Ending 2014. There were no citizen comments present. Mayor Called for a motion to adjourn the public hearing. Moved Ackley/seconded Marzen to adjourn the Public Hearing. Roll: Ayes- All. Carried.

 

          Mayor called to order the Public Hearing on Urban Renewal Plan Amendment There were no citizen’s comments present. Mayor called for a motion to adjourn the public hearing. Moved Ackley/seconded Wells to adjourn the Public Hearing. Roll: Ayes- All. Carried.

 

          Moved Marzen/seconded Ackley to depart from agenda to accommodate guest. Roll: Ayes- All. Carried.

 

          Terry McCarthy from Yaggy Colby presented the Agreement and Contract between the City and Popp Excavating.

         

          Moved Wells/seconded Schriever to a Resolution Approving Contract and Bond. Roll: Ayes- Ackley, Marzen, Schmidt, Schriever, Wells. Carried.

 

          Moved Ackley/seconded Wells to table the Construction Administration until next month’s meeting. Roll: Ayes- All. Carried.

 

          Moved Schmidt/seconded Marzen to return to agenda. Roll: Ayes- All. Carried.

 

          Moved Ackley/seconded Schriever to accept the minutes of the March 3, 2014 regular Meeting. Roll: Ayes- All. Carried

 

          Moved Ackley/seconded Wells to approve the monthly reports. Roll: Ayes- All. Carried.

 

          Income for the month of March totaled $24,582.74 which includes:  General Fund $3,366.78, Library Fund $72.16, Comm. Center Fund $0.00, Park Board Fund $0.00, Employee Benefits $646.88, Road Revenue Fund $3,989.80, TIF Fund $1,338.78, Landfill-Garbage/Recycling Fund $859.33, Sewer Revenue Fund $1,972.254, Water Revenue Fund $12,388.93.

 

          Moved Wells/seconded Ackley to approve the claims as amended.  Roll: Ayes- All. Carried. Total of all city claims were $21,605.97.

MAYOR’S REPORT: RAGBRAI will be passing through town July 24th this year. There was an informal meeting held Friday April 4th with representatives from different entities from town.

 

          Moved Ackley/seconded Wells to have an Ordinance Amending the Code of Ordinances of the City of Marble Rock, Iowa, by Amending Existing Water Rates and Allowing for an Annual Increase for Services at next month’s meeting. Roll: Ayes- All. Carried.

 

          Moved Ackley/seconded Wells to employee Josh Chambers as the City’s Water Superintendent/Maintenance, with a pay of $14.35 hourly wage during the training period. Roll: Ayes- All. Carried.

 

          Moved Wells/seconded to a Resolution to fix a date for a public hearing on a General Obligation Water Improvement Loan and Disbursement Agreement and borrow money in a principal amount not to exceed $340,000.00. Roll: Ayes- Ackley, Marzen, Schmidt, Schriever, Wells. Carried.

 

          Moved Wells/seconded Schmidt to renewal of the Community Centers Liquor License. Roll: All. Carried.

 

          Moved Wells/seconded Marzen to a Resolution Amending the Current Budget for the Fiscal Year Ending June 2014. Roll: Ackley, Marzen, Schmidt, Schriever, Wells. Carried.

          Moved Ackley/seconded Wells to a Resolution to approve Urban Renewal Plan Amendment for the Bradford Street Economic Development District. Roll: Ackley, Marzen, Schmidt, Schriever, Wells. Carried.
