MARBLE ROCK CITY COUNCIL
Monday, MAY 5th, 2014 7:00 P.M.
The Regular Meeting of the Marble Rock City Council was called to order with Mayor Engelhardt presiding with Councilpersons Ackley, Marzen, Schmidt, Schriever, and Wells present. Various citizens were present. Mayor Engelhardt led the Pledge of Allegiance.
Moved Marzen/seconded Schmidt to approve agenda. Roll: Ayes- All. Carried.
Mayor called to order the Public Hearing on a General Obligation Water Improvement Loan and Disbursement Agreement. There were no citizen comments present. Mayor called for a motion to adjourn the public hearing. Moved Marzen/seconded Ackley to adjourn the Public Hearing. Roll: Ayes- All. Carried.
Moved Ackley/seconded Marzen to depart from agenda to accommodate guest. Roll: Ayes- All. Carried.
Terry McCarthy from Yaggy Colby presented the Agreement and Contract between the City and Popp Excavating. Tom also informed the council that Popp Excavating will be here no sooner than May 19th and depending on the weather, it could be later.
Moved Marzen/seconded Wells to a Construction Administration Service of twenty hours of construction observation per week for eight weeks. Roll: Ayes- All. Carried.
Moved Wells/seconded Ackley to an Agreement with Iowa Northern Railroad along with a $750 fee. Roll: Ayes- All. Carried.
Moved Ackley/seconded Schmidt to accept the minutes of the April 7th, 2014 regular Meeting. Roll: Ayes- All. Carried
Moved Ackley/seconded Marzen to have Kelly Parks pay her monthly water bill plus a minimum of $15 for her water shut off repair. Roll: Ayes- All. Carried.
Moved Ackley/seconded Schriever to approve the monthly reports. Roll: Ayes- All. Carried.
Income for the month of April totaled $114,834.62 which includes: General Fund $25,866.27, Library Fund $3,570.35 Comm. Center Fund $0.00, Park Board Fund $0.00, Employee Benefits $10,720.26, Road Revenue Fund $1,953.25, TIF Fund $67,542.68, Landfill-Garbage/Recycling Fund $1,125.06, Sewer Revenue Fund $-106.79, Water Revenue Fund $7,733.89.

Moved Ackley/seconded Wells to pass the second reading to an Ordinance Amending the Code of Ordinances of the City of Marble Rock, Iowa, by Amending Existing Water Rates and Allowing for an Annual Increase for Services. Roll: Ayes- Ackley, Marzen, Schmidt, Schriever, Wells. Carried.
Moved Ackley/seconded Marzen to pass the third reading to an Ordinance Amending the Code of Ordinances of the City of Marble Rock, Iowa, by Amending Existing Water Rates and Allowing for an Annual Increase for Services. Roll: Ayes- Ackley, Marzen, Schmidt, Schriever, Wells. Carried
Moved Ackley/seconded Wells to a Resolution Approving and authorizing a Loan and Disbursement Agreement and providing for the issuance of $331,000 General Obligation Water Improvement Bonds and providing for the levy of taxes to pay the same. Roll: Ayes- Ackley, Marzen, Schmidt, Schriever, Wells. Carried.
Moved Ackley/seconded Marzen to allow the RAGBRAI committee to a maximum budget of $15,000. Roll: Ayes- All. Carried.
Moved Marzen/seconded Ackley to have Josh Chambers keep all receipts for meals while training at Kirkwood, and also to keep a mileage log to be reimbursed by the city. Roll: Ayes- All. Carried.
Other items discussed: Mosquito control will be larviciding sometime in the middle of this month. They will be back to fog as early as May 15th and no later than June 10th.
RAGBRAI was discussed briefly and the mayor reported that there will be a meeting Friday May 9th at City Hall at 6:30 p.m.
