MARBLE ROCK CITY COUNCIL
Monday October 6th, 2014 7:00 P.M.
The Regular Meeting of the Marble Rock City Council was called to order with Mayor Engelhardt presiding with Councilpersons Ackley, Marzen, Schmidt, Schriever, and Wells present. Various citizens were present. Mayor Engelhardt led the Pledge of Allegiance.
Moved Marzen/seconded Schmidt to approval of agenda. Roll: Ayes- All. Carried.
Moved Schriever/seconded Ackley to depart from agenda to accommodate guests. Roll: Ayes- All. Carried
Carma Hillman spoke to the council about a tree in her yard that was dead and jeopardizing Mary Koenigsfeld house. The tree was on half of Carma’s property and half of Cities.
Moved Marzen/seconded Schriever to have the City pay half ($400) of the cost to cut down the tree on Carma Hillman’s property. Roll: Ayes- All. Carried.
Mary Rowe spoke to the council about her dog. She asked them to let her keep her dog even though he is a pit bull mix. The City has an ordinance against any breed of pit bull allowed in City limits.
Moved Ackley/seconded Wells to have Mary Rowe and others who own any breed of pit bull to be on ninety day probation and show proof of insurance on the specific dog. Roll: Ayes- All. Carried.
Moved Ackley/seconded Marzen to return to the agenda. Roll: Ayes- All. Carried.
Moved Ackley/seconded Marzen to accept the minutes of the September 2, 2014 regular Meeting with the amendment of Theresa Wells spelled Teresa Wells. Roll: Ayes- All. Carried
Moved Ackley/seconded Wells to approve the monthly reports. Roll: Ayes- All. Carried.
Income for the month of September totaled $88,545.54 which includes: General Fund $7,048.48, Park Board Fund $.21, Library Fund $4.25, Employee Benefits $1,442.58, Road Revenue Fund $2,448.26, TIF Fund $3,666.44, Landfill-Garbage/Recycling Fund $523.41, Sewer Revenue Fund $2,804.46, Water Revenue Fund $70,611.91

MAYOR’S REPORT: Tom from SEH informed the mayor that there will be no more work done by Popp Excavating this year, and will wait until spring to do any additions to the project with leftover money if any. Heartland will be in town next week patching up areas.
Floyd County is in the process of hiring a new Emergency Management Coordinator, as Michael Morlan is resigning.
Moved Marzen/seconded Wells to have Heartland asphalt spots in town that are needed, coordinated by the Mayor. Roll: Ayes- All. Carried.
Moved Marzen/seconded Schriever to waive the first reading of an amended golf cart ordinance for the City of Marble Rock. Roll: Ayes- Ackley, Marzen, Schmidt, Schriever, Wells. Carried.
Moved Marzen/seconded Schmidt to waive the second and third readings of an amended golf cart ordinance for the City of Marble Rock. Roll: Ayes- Ackley, Marzen, Schmidt, Schriever, Wells. Carried.
Moved Marzen/seconded Schriever to approve the final passage of an amended golf cart ordinance for the City of Marble Rock. Roll: Ayes- Ackley, Marzen, Schmidt, Schriever, Wells. Carried.
Moved Ackley/seconded Schmidt to use John Danos’s from Dorsey and Whitney LLP recommendation as what to do with the debt service money that is being collected from taxes. Roll: Ayes- All. Carried.
Moved Wells/seconded Ackley to the approval of the Urban Renewal Report for the City of Marble Rock. Roll: Ayes- All. Carried.
Moved Ackley/seconded Schriever to table the sewer line by Whitetails until next month’s meeting. Roll: Ayes- All. Carried.
Other items discussed: Trick or Treating will be on October 31st from 5-7p.m.
The council discussed putting up a couple yellow posted to protect a fire hydrant on Shepardson St.
