          The Regular Meeting of the Marble Rock City Council was called to order with Mayor Engelhardt presiding with Councilpersons Ackley, Marzen, Schmidt, Schriever, and Wells. Various citizens were also present. Mayor Engelhardt led the Pledge of Allegiance.


          Moved Marzen/seconded Ackley to approval of agenda. Roll: Ayes- All. Carried.


          Moved Ackley/seconded Schmidt to accept the minutes September 8, 2015 regular Meeting. Roll: Ayes- All. Carried.


          Moved Ackley/seconded Wells to approve the monthly reports. Roll: Ayes- All. Carried.


          Income for the month of September totaled $20,402.95 which includes:  General Fund $3,729.59, Library Fund $1,162.91, Employee Benefits $1,719.17, Road Revenue Fund $3,771.77, TIF Fund $2,416.84, Debt Service $0.00, Landfill-Garbage/Recycling Fund $811.04, Sewer Revenue Fund $2,338.74, Water Revenue Fund $4,452.89.


          Moved Wells/seconded Marzen to approve the claims. Roll: Ayes- All. Carried. Total of all city claims were $14,588.26.

MAYOR’S REPORT: Mary Rowe expressed that she has no interest in turning her water on, so the City will wait until it is needed to connect the main to the service line.


Committee Reports: The Community Center will be having a meeting Thursday October 8th and will be discussing remodeling the bathrooms to make them handicap accessible.


          Moved Ackley/seconded Marzen to pass the first reading of the Ordinance 02-2015 Amending the Code of Ordinances of the City of Marble Rock Iowa, By Amending Existing Sewer Rates and Allowing For an Annual Increase For Said Services. Roll: Ayes- Ackley, Marzen, Schmidt, Schriever, Wells. All. Carried.


          Moved Ackley/seconded Wells to pass the next two reading of Ordinance 02-2015 at next month’s meeting. Roll: Ayes- All. Carried.


          Moved Ackley/seconded Marzen to allow the Charles City Area Development Corporation to post “Home Base Iowa” signs on the East and West ends of town, and to also purchase a third sign to be posted on the North end of town. Roll: Ayes- All. Carried.


          Moved Wells/seconded Schriever to renewal of the City’s sewer CD for another twelve months. Roll: Ayes- All. Carried.


          Moved Ackley/seconded Wells to purchase a 2016 Ford pickup from Molstead Motors for City maintenance. With authorizing the Mayor to sign for. Roll: Ayes- All. Carried.


          Moved Wells/seconded Marzen to allow Josh to purchase snow plow from Stellar for $5,999.00 for the new pickup. Roll: Ayes- All. Carried.


          Other items discussed: The City of Greene is looking into getting a Code Enforcer and is seeking City’s to share the Enforcer and cost to any City’s that are interested. As soon as there are more specifications there will be a meeting for the interested City’s.

          Trick or Treating will be Oct. 31st from 5-7p.m.
