REGULAR MEETING

OF THE

MARBLE ROCK CITY COUNCIL

Monday February 2nd, 2015 7:00 P.M.

 

          The Regular Meeting of the Marble Rock City Council was called to order with Mayor Engelhardt presiding with Councilpersons Ackley, Marzen, Schmidt, and Wells were present. Schriever was absent. Mayor Engelhardt led the Pledge of Allegiance.

         

           Mayor called to order the Public Hearing on Amending the City Budget for F/Y 2015. No comments were presented.

 

          Moved Ackley/seconded Marzen to close public hearing. Roll: Ayes- All. Absent- Schriever. Carried.

 

          Moved Marzen/seconded Schmidt to approval of agenda. Roll: Ayes- All. Absent- Schriever. Carried.

         

          Moved Ackley/seconded Schmidt to move from agenda to accommodate guests. Roll: Ayes- All. Absent- Schriever. Carried.

 

          Barry Winters talked with the council about the sewer main issue that occurred in September. The council advised Whitetails to place a grease trap in there establishment.

 

          Moved Ackley/seconded Marzen to return to the agenda. Roll: Ayes- All. Absent- Schriever. Carried.

 

          Moved Ackley/seconded Wells to accept the minutes with the revisions of the date being January 5th, 2014 corrected to January 5th, 2015 regular Meeting. Roll: Ayes- All. Absent- Schriever. Carried.

 

          Moved Ackley/seconded Wells to have certified letters sent to owners of past due mowing bills and past due water/sewer bills. Roll: Ayes- All. Absent- Schriever. Carried.     

 

          Moved Ackley/seconded Wells to approve the monthly reports. Roll: Ayes- All. Absent- Schriever. Carried.

 

          Income for the month of December totaled $17,125.84 which includes:  General Fund $5,585.48, Park Board Fund $0.29, Library Fund $3,360.04, Employee Benefits $432.99, Road Revenue Fund $2,757.93, TIF Fund $0.00, Debt Service 67.68, Landfill-Garbage/Recycling Fund $802.07, Sewer Revenue Fund $2,534.84, Water Revenue Fund $4,944.85.

 

          Moved Ackley/seconded Marzen to approve the claims. Roll: Ayes- All. Absent- Schriever. Carried. Total of all city claims were $16,513.68.

MAYOR’S REPORT: The City’s Fire Assessment will remain the same for this next fiscal year.

          Christmas lights will be taken down as soon as possible.

         

COMMITTEE REPORTS: Councilmember Ackley informed the council that he is now on the Executive Board for NIACOG.

 

          Moved Ackley/Wells to pass the first reading on an Ordinance Amending The Code Of Ordinance Of The City Of Marble Rock. Iowa, By Amending Title IV Chapter I Article 6 Dangerous Animals by Removing (10). Roll: Ayes- Ackley, Marzen, Schmidt, and Wells. Absent Schriever. Carried.

 

          Moved Ackley/Seconded Wells to waive the second and third reading to an Ordinance Amending The Code Of Ordinance Of The City Of Marble Rock. Iowa, By Amending Title IV Chapter I Article 6 Dangerous Animals by Removing (10). Roll: Ayes- Ackley, Marzen, Schmidt, and Wells. Absent Schriever. Carried.

 

          Moved Ackley/Seconded Wells to the passage of an Ordinance Amending The Code Of Ordinance Of The City Of Marble Rock. Iowa, By Amending Title IV Chapter I Article 6 Dangerous Animals by Removing (10). Roll: Ayes- Ackley, Marzen, Schmidt, and Wells. Absent Schriever. Carried.

 

          Moved Ackley/seconded Marzen to allow Mayor Engelhardt sign a waiver for the DNR Snowmobile Friendly Community Committee, to have two signs but up on the outside of town. Roll: Ayes- All. Absent- Schriever. Carried.

 

          Moved Marzen/seconded Ackley to set a public hearing date to approve Budget ending fiscal year 2016 on March 2nd, 2015 at 7:00p.m. Roll: Ayes- All. Absent- Schriever. Carried.

 

          Moved Schmidt/seconded Marzen to a Resolution 2015-01 Amending the Current Budget for the F/Y Ending 2015. Roll Call Vote: Ackley, Marzen, Schmidt, and Wells. Absent – Schriever. Carried.

 

          Other items discussed: Citizen who had ran their water in December will be compensated for the overage of water used in that time frame.

         

          Moved Marzen/seconded Ackley to adjourn the meeting at 8:17p.m.  Roll: Ayes- All. Carried.
