          The Regular Meeting of the Marble Rock City Council was called to order with Mayor Engelhardt presiding with Councilpersons Ackley, Marzen, Schmidt, and Schriever. Wells was absent. Various citizens were also present. Mayor Engelhardt led the Pledge of Allegiance.


          Moved Marzen/seconded Schmidt to approval of agenda. Roll: Ayes- All. Wells-Absent. Carried.


          Moved Marzen/seconded Ackley to move from the agenda to accommodate guests. Roll: Ayes- All. Wells-Absent. Carried.


          Moved Ackley/seconded Schmidt to allow Whitetails to close Main St. with fence in front of Whitetails on August 29th from 12p.m.-1p.m. and on September 12th. Roll: Ayes- All. Wells-Absent. Carried.


          Moved Ackley/seconded Schriever to allow Eric Meyer to remove an old slide from the City dump that was donated by the Scout Camp. Roll: All. Wells-Absent. Carried.


          Moved Schmidt/seconded Marzen to return to agenda. Roll: Ayes- All. Wells-Absent. Carried.


          Moved Ackley/seconded Schmidt to amend Agenda with including J. Sidewalks. Roll: Ayes-All Wells-Absent. Carried.


          Moved Ackley/seconded Marzen to accept the minutes July 7th, 2015 regular Meeting. Roll: Ayes- All. Wells-Absent. Carried.


          Moved Ackley/seconded Schriever to allow the Mayor to decide amount due as soon as possible for past due water bills. Roll: Ayes- All. Well-Absent. Carried.


          Moved Ackley/seconded Marzen to approve the monthly reports. Roll: Ayes- All. Wells-Absent. Carried.


          Income for the month of July totaled $33,567.49 which includes:  General Fund $4939.43, Library Fund $3247.64, Employee Benefits $1242.91, Road Revenue Fund $3,156.69, TIF Fund $0.00, Debt Service $194.26, Landfill-Garbage/Recycling Fund $849.05, Sewer Revenue Fund $2,391.82, Water Revenue Fund $17,545.69.

MAYOR’S REPORT: Water usage from the City garage hydrant and park are being abused. The City garage hydrant will soon be locked unless water is paid for at City Hall. The Park water will be shut off this fall. The 2016 Election is coming up and there are two Council positions up and the Mayor’s position. The Mayor informed everyone that he will be running again and would like to add that this is the best Council he has worked with. John Marzen also added that he will be running for City Council again.


Committee Reports- Councilman Todd Schriever has been looking into grants to help with the Community Center‘s roof and will keep everyone informed as to what he finds.


          Moved Ackley/seconded Marzen to a Resolution Adopting Floyd County Multi-Jurisdictional Multi- Hazard Mitigations Plan. Roll: Ayes- Ackley, Marzen, Schmidt, Schriever. Wells-Absent. Carried.


          Moved Marzen/seconded Ackley to set September’s Council meeting to September 8th due to Labor Day. Roll: Ayes-All. Wells-Absent. Carried.


          Moved Ackley/seconded Marzen to appoint Earl Keifer, Florence Shook, Dean Wentworth, and Walter Schmidt to the Planning and Zoning Commission. Also appointed Sherry Marzen, Steve Bodensteiner, and Ken Parcher to the Board of Adjustment. Roll: Ayes- All. Wells-Absent. Carried.


          Moved Ackley/seconded Schmidt to a Resolution Adopting the Official Financial Street Report for City Streets for Year Ending June 30, 2015. Roll: Ayes- Ackley, Marzen, Schmidt, Schriever. Wells-Absent. Carried.


          Moved Ackley/seconded Schmidt to refund Phil Schrage $435.00 for sewer charges that were not utilized. Roll: Ayes- All. Wells-Absent. Carried. 


          Other items discussed: Sidewalks were discussed and that it is the property owner’s responsibility to maintain the sidewalk but the City essentially owns the sidewalk.
