REGULAR MEETING

OF THE

MARBLE ROCK CITY COUNCIL

Tuesday September 6th, 2016 7:00 P.M.

 

          The Regular Meeting of the Marble Rock City Council was called to order with Mayor Engelhardt presiding with Councilpersons Ackley, Marzen, Schmidt, T. Schriever. C. Schriever – Absent. Mayor Engelhardt led the Pledge of Allegiance. Various Citizens were present.

 

          Moved Marzen/seconded T. Schriever to approve agenda. Roll: Ayes- All. C. Schriever- Absent. Carried.

 

          Moved Ackley/seconded Marzen to depart from agenda to accommodate guests. Roll: Ayes – All. C. Schriever – Absent. Carried.

 

          Barry Winters spoke and proposed to the council a landscape estimate for the Memorial Park of $13,255.16. Also a couple of gazebo proposals ranging from $4,000-$6,000. He stated the betterment committee is willing to donate $5,000 in April to go towards these projects in the Memorial Park. The Park Board is looking into more grants and meeting tomorrow night (Wednesday, September 7th at City Hall). They also discussed that the Christmas tree and Fireman’s memorial are the only memorials in the Memorial Park.

          Barry explained to the council that when he ordered windows for the Powerhouse that he is going to get different windows that are not going to cost as much. They will cost approx. $600 and would like to spend the left over grant money on new doors and picnic tables.

 

          Moved Marzen/seconded T. Schriever to allow the Park Board to spend the extra grant money that was saved on the windows for new doors and picnic tables at the Powerhouse. Roll: Ayes- All. C. Schriever – Absent. Carried.

 

          Moved Marzen/seconded Ackley to approval to pay for the rock put on Ross and Darlene Enabnit driveway on River St. Roll: Ayes- All. C. Schriever – Absent. Carried.

 

          Moved Ackley/seconded Schmidt to return to agenda. Roll: Ayes- All. C. Schriever – Absent. Carried.

 

          Moved Ackley/seconded Marzen to accept the minutes August 1st, 2016 regular Meeting. Roll: Ayes- All. C. Schriever - Absent. Carried.

 

          Moved Marzen/seconded Ackley to send a certified letter to 410 Beelar St. for a mowing bill. Roll: Ayes- All. C. Schriever - Absent. Carried.  

 

          Moved Ackley/seconded Marzen to approve the monthly reports. Roll: Ayes- All. C. Schriever – Absent. Carried.

 

          Income for the month of August totaled $15,917.89 which includes:  General Fund $2,884.23, Library Fund $72.87, Employee Benefits $0.00, Road Revenue Fund $4,198.44, TIF Fund $0.00, Landfill-Garbage/Recycling Fund $826.28, Sewer Revenue Fund $2,687.21, Water Revenue Fund $4,748.86.

          MAYOR’S REPORT: Reported that he has talked to a property owner about some nuisances that the City is concerned about and would like them to take care of as soon as possible. Also, that Cheryl Rohwedder is shadowing the City Clerk to fill in when on maternity leave. 

 

          Committee Reports- J.R. stated that he is going to look into grant housing programs through NIACOG.

Schriever to waive and pass the second and third reading of Ordinance 07-2016 Amending the Code of Ordinances of The City of Marble Rock, Iowa, By Amending Existing 6-5-9 Refuse Collection Rates. Roll: Ayes- Ackley, Marzen, Schmidt, T. Schriever. C. Schriever – Absent. Carried.

 

          Moved Ackley/seconded Marzen for final passage of Ordinance 07-2016 Amending the Code of Ordinances of The City of Marble Rock, Iowa, By Amending Existing 6-5-9 Refuse Collection Rates. Roll: Ayes- Ackley, Marzen, Schmidt, T. Schriever. C. Schriever – Absent. Carried.

 

          Moved Ackley/seconded Marzen to approval of Resolution Adopting Year-End Financial Report Ending June 30, 2016 (2016-05) Roll: Ayes- Ackley, Marzen, Schmidt, T. Schriever. C. Schriever – Absent. Carried.

         

          Moved Marzen/seconded T. Schriever to approval of Urban Renewal Report. Roll: Ayes- All. C. Schriever – Absent. Carried.

 

          Moved Ackley/Marzen to approval of TIF Certification of $43,489 for the 80/20 Viafield TIF Agreement. Roll: Ayes- All. C. Schriever – Absent. Carried.

 

          Moved Marzen/seconded T. Schriever to approval of Stop N Shop’s renewal of their liquor license. Roll: Ayes – All. C. Schriever – Absent. Carried.

 

          Moved Ackley/seconded Schmidt to amend City Code Title II Policy and Admin Chapter 4 Salaries of Municipal Officers from twenty dollars a meeting to thirty dollars a meeting. Roll: Ackley, Schmidt, T. Schriever. Nay – Marzen. C. Schriever – Absent. Carried.

 

          Moved Marzen/seconded T. Schriever to renewal of City’s Sewer cd. Roll: Ayes- All. C. Schriever – Absent. Carried.

 

          Other items discussed- Street Closing will require more of a detailed description and will have to follow the Iowa law. Lawn mowers were also discussed and need to be used specifically for mowing lawns and not joy riding around town.

 

          Maintenance Report- The City had a DNR inspection done and everything was in compliance.
