REGULAR MEETING

OF THE

MARBLE ROCK CITY COUNCIL

Tuesday September, 2018 7:00 P.M.

 

          The Regular Meeting of the Marble Rock City Council was called to order with Mayor Engelhardt presiding with Councilpersons Ackley, Marzen, Merfeld, C. Schriever, and T. Schriever. Various citizens were present. Mayor Engelhardt led the Pledge of Allegiance.

 

          Moved Ackley/seconded Merfeld to approval of Agenda. Roll: Ayes- All. Carried.

 

          Moved Marzen/seconded Ackley to open the public hearing to review an application for a State Revolving Fund (SRF) loan and make available to the public the contents of an environmental information document and the City’s Project Plan. Roll: Ayes- All. Carried.

         

          Moved Ackley/seconded T. Schriever to close public hearing with no comments or concerns. Roll: Ayes- All. Carried.

 

          Moved Marzen/Ackley to approval of agenda and to depart from agenda to accommodate quests. Roll: Ayes- All. Carried.

 

          Council debated whether or not to allow bow hunting in the City Park

 

          Moved T. Schriever/seconded Marzen to deny anyone hunting in the City Park. Roll: Ayes- Marzen, Merfeld, C. Schriever, T. Schriever. Nays- Ackley. Carried.

 

          Chris Diggins from NIACOG spoke to the council about the procurement policy, policy on the prohibition of the use of excessive force, code of conduct, affirmative fair housing policy, civil rights-fair housing-equal opportunity applicable laws and regulations, equal opportunity policy statement, and residential anti-displacement and relocation assistance plan for the CDBG .

 

          Moved Marzen/seconded T. Schriever to allow the Mayor and Clerk to sign all needed documents; policies, forms, and resolutions. Roll: Ayes- All. Carried.

 

          Moved Ackley/seconded Merfeld to return to the Agenda. Roll: Ayes- All. Carried.

 

           Moved Marzen/seconded C. Schriever to accept the minutes August 6, 2018 regular Meeting. Roll: Ayes- All. Carried.

 

           Moved Merfeld/seconded C. Schriever to approve the monthly reports. Roll: Ayes- All. Carried.

 

          Income for the month of August totaled $14,796.53 which includes:  General Fund $751.42, Library Fund $225.52, Park Board .16, Employee Benefits $30.32, Road Revenue Fund $4,641.90, TIF Fund $0.00, Landfill-Garbage/Recycling Fund $1,350.16, Sewer Revenue Fund $3,545.61, Water Revenue Fund $4,251.44.

 

          Moved Ackley/seconded C. Schriever to approval of claims in the amount of: $16,318.67. Roll: Ayes-All. Carried.

          Moved Ackley/seconded C. Schriever to a Resolution Adopting the Official Financial Report for City Streets for Year Ending June 30, 2018. Roll: Ayes- Ackley, Marzen, Merfeld, C. Schriever, T. Schriever. Carried.

 

           Moved C. Schriever/seconded Ackley to a Resolution Adopting the Official Year End Financial Report for Fiscal Year Ending June 30, 2018. Roll: Ayes- Ackley, Marzen, Merfeld, C. Schriever, T. Schriever. Carried.

 

          Moved Ackley/seconded Marzen to approval of the City’s Urban Renewal Report. Roll: Ayes- All. Carried.

         

          Moved Marzen/seconded Merfeld to renewal of Stop N Shops liquor license. Roll: Ayes- All. Carried.

 

          Moved Ackley/seconded Marzen to renewal of the City’s sewer CD. Roll: Ayes- All. Carried.

         

          Moved Marzen/seconded Ackley to have Trick or Treating on Wednesday October 31st. from 5-7p.m. Roll: Ayes- All. Carried.

 

          Moved Marzen/seconded Ackley to table fireworks until next month’s meeting. Roll: Ayes- All. Carried.

 

          Moved Marzen/seconded Ackley to get bids for the curb and sidewalk on Bradford Street. Roll: Ayes- All. Carried.

         

          Moved Marzen/seconded T. Schriever to allow the mayor to get bids from contractors for the City Hall remodel. Roll: Ayes- All. Carried.

 

          Moved Marzen/seconded T. Schriever to allow clerk to release funds to Neil Wedeking for the new siren. Roll: Ayes- All. Carried.

 

          Moved Ackley/seconded Ackley to allow the city to deliver one load of gravel per citizen, per year. Roll: Ayes- All. Carried.  

 

          Moved Marzen/seconded C. Schriever to approval of Floodplain Permit for the City’s SRF Project. Roll: Ayes- All. Carried.

 

          Moved Ackley/seconded C. Schriever to John Marzen donating a set of tires to the City for the old city truck. Roll: Ayes- All. Carried.
