MARBLE ROCK CITY COUNCIL
The Regular Meeting of the Marble Rock City Council was called to order with Mayor Engelhardt presiding with Councilpersons Hubbard, Marzen, Parcher, Wells present. Councilman Schmidt was absent. Lorri Chambers was also present. Mayor Engelhardt led the Pledge of Allegiance.
Mayor Engelhardt welcomed John Marzen to the Council.
Moved Wells/seconded Hubbard to approve the agenda as presented. Roll: Ayes- All. Absent- Schmidt. Carried.
Mayor Engelhardt called the Public Hearing to order. There being no oral or written comment, the Mayor called for a motion to close the Public Hearing. Moved Hubbard/seconded Wells to close the Public Hearing at Roll: Ayes- All. Absent- Schmidt. Carried.
Moved Marzen/seconded Hubbard to accept the minutes of the
Moved Wells/seconded Parcher to approve the monthly reports as amended. Roll: Ayes- All. Absent- Schmidt. Carried.
Income for the month of November totaled $60,587.50 which includes: General Fund $3,887.66, Library Fund $650.62, Comm. Center Fund $22.13, Employee Benefits $643.91, Road Revenue Fund $47,495.59, TIF Fund $10.71, Landfill-Garbage/Recycling Fund $615.62, Sewer Revenue Fund $2,642.74, Water Revenue Fund $4,451.66, Proprietary $166.86.
Moved Wells/seconded Marzen to approve the claims as amended. Roll: Ayes- All. Absent- Schmidt. Carried. Total of all city claims were $29,995.79.

Steve Wells said he had attended a Fire Dept. meeting to discuss a new fire truck. He said that preliminary figures show that the City share would be approximately $6000.00 a year for 10 years. He will have more information for the February meeting.
Funding for the water project was discussed. Mayor Engelhardt had looked into the different ways to get the money. He said his opinion was that the State Revolving Fund looked the best to him because of low interest rates. Council will wait to see if CDBG is awarded before doing anything about funding.
An estimate for fence around the Pumphouse and tower was presented. Council wondered about the measurements. Moved Wells/seconded Hubbard to table fence for water tower until April meeting. Roll: Ayes- All. Absent- Schmidt. Carried.
Moved Parcher/seconded Hubbard to adopt Resolution 2012-1 Approving Development Agreement with Farmers Cooperative/Viafield, Authorizing Tax Increment Payments and Pledging Certain Tax Increment Revenues to the Payment of the Agreement. Roll Call Vote: Ayes- Hubbard, Marzen, Parcher, Wells. Nays- None. Absent- Schmidt. Carried.
Moved Hubbard/seconded Parcher to sell old street signs to John Marzen for $100.00. Ayes- All. Absent- Schmidt. Councilman Marzen abstained because of conflict of interest. Carried.
Mayor Engelhardt presented the list of 2012 Committees and Appointments for the Council. He appointed Steve Wells as Mayor Protem. The Committees will be posted in City Hall.
Moved Wells/seconded Hubbard to appoint Sandra Winters as City Clerk/Treasurer. Roll: Ayes- All. Absent- Schmidt. Carried.
Moved Marzen/seconded Wells to keep the Charles City Press as the Official Newspaper. Roll: Ayes- All. Absent- Schmidt. Carried.
