REGULAR MEETING

OF THE

MARBLE ROCK CITY COUNCIL

MONDAY, AUGUST 6, 2012 7:00 P.M.

 

          The Regular Meeting of the Marble Rock City Council was called to order with Mayor Engelhardt presiding with Councilpersons Marzen, Parcher, Schmidt, Wells present.  Hubbard absent. Various interested citizens were present.  Mayor Engelhardt led the Pledge of Allegiance.

 

        Mayor Engelhardt called to order the Public Hearing to Review and Application for a State Revolving Fund (SRF) Loan from the Iowa Department of Natural Resources, and to Make Available to the Public the Contents of an Environmental Information Document and then City’s Project Plan. He called for any comment or discussion. A citizen question whether we had water treatment facility. It was discussed that the city does not have a water facility and takes other precautions to maintain the water. Mayor then called motion to adjourn. Moved Marzen/seconded Wells to close public hearing. Roll: Ayes- All. Absent- Hubbard. Carried.

 

          Mayor Engelhardt called to order the Public Hearing of Proposed Action to Institute Proceedings to enter into a Loan and Disbursement Agreement in a Principal Amount not to exceed $44,000.00. He called for any comment or discussion. There being none, he called for a motion to adjourn. Moved Parcher/seconded Schmidt. Roll: Ayes- All. Absent Hubbard. Carried.

 

          Moved Wells/seconded Marzen to adopt Resolution taking additional action with respect to a Water Revenue Loan and Disbursement Agreement and authorizing, approving and securing the payment of a $44,000.00 Water Revenue Loan and Disbursement Agreement Anticipation Project Note. Roll: Ayes- Schmidt, Wells, Marzen, Parcher. Absent- Hubbard. Carried.

 

                   Moved Marzen/seconded Wells to approve the agenda as amended. Roll: Ayes- All.  Absent Hubbard. Carried.

 

                   Moved Wells/seconded Parcher to accept the minutes of the July 2, 2012 Regular Meeting and July 16,2012 Special Meeting as submitted. Roll: Ayes- All Absent- Hubbard. Carried.

 

                   Moved Wells/seconded Schmidt to approve the monthly reports as amended. Roll: Ayes- All. Absent- Hubbard. Carried.

 

                   Income for the month of July totaled $13,832.67 which includes:  General Fund $-7,202.41, Library Fund $1,132.97, Park Board Fund $0.17, Employee Benefits Fund $623.36, Road Revenue Fund $-1,347.57, TIF Fund $1,119.52, Landfill-Garbage/Recycling Fund $1228.04, Sewer Revenue Fund $2,876.28, Water Revenue Fund $9,333.04, Proprietary Fund $0.00.

 

          Moved Wells/seconded Parcher to approve the claims as amended.  Roll: Ayes- All.  Carried.  Total of all city claims were $20,550.00.

MAYOR REPORT:

Informed everyone that there was a service line that broke in-between the bank and Whitetails which is the city’s responsibility. Paul dug the line up and fixed it and repaired the sidewalk. The insurance company is now taking care of things.

 

          Moved Wells/seconded Schmidt to depart from the agenda order to accommodate the guests. Roll: Ayes- All. Absent- Hubbard. Carried.

 

Moved Marzen/seconded Wells to have the Mayor get estimates on dust control on West St. to the end of City Limits. Then to use the company with the best estimate. Roll: Ayes- All. Absent- Hubbard. Carried.

 

                   Moved Parcher/seconded Schmidt to have a half dead tree that could potentially fall on a house on 632 Bradford St. removed by Kenny Parcher. Roll: Ayes- All. Absent- Hubbard. Carried

 

                   Moved Wells/seconded Parcher to reappoint Susan Nelson to the park board. Roll: Ayes- All. Absent- Hubbard. Carried.

 

                   Moved Wells/seconded Marzen to have next month’s regular meeting on September 4, 2012 due to the first Monday of the month landing on Labor Day. Roll: Ayes-All. Absent- Hubbard. Carried.

 

                   Moved Wells/seconded Marzen to approve A Resolution Granting Preliminary Approval For Tax Exemptions Allowed Under the Marble Rock Urban Revitilization Plan for Philip Schrage. Roll: Ayes- Marzen, Parcher, Schmidt, Wells. Absent- Hubbard. Carried.

 

                   Moved Wells/seconded Schmidt to adopt a Resolution Adopting the Official Financial Report for City Streets for Year Ending June 30, 2012. Roll: Ayes- Marzen, Parcher, Schmidt, Wells. Absent- Hubbard. Carried

 

                   Moved Parcher/seconded Marzen to have the city deduct extra water charges from Wells’s water bill due to park watering. Roll: All. Absent- Hubbard. Carried.
